Bartosz Kubiak is an AI governance strategist and ERA:AI Fellow whose work sits at the intersection of frontier AI policy and physical compute infrastructure. He holds an MPP from the Oxford University’s Blavatnik School of Government and has spent a decade advising governments and Fortune 100 technology firms on EU regulatory strategy.
Most recently, he structured a €25 billion AI Gigafactories public-private partnership framework for the European Commission — one of the EU’s flagship initiatives to build sovereign compute capacity at scale. His research focuses on legal personhood frameworks for autonomous AI agents, exploring how governance structures can keep pace with agentic systems.
